MailChimp does the job of managing the email lists and sending emails to the list subscribers.

Your website can offer visitors the ability to subscribe to MailChimp email lists. 

In addition, your website can automatically publish content via RSS, allowing MailChimp to automatically send this content as email to your subscribers.

Note that you don't have to use MailChimp as the email list management tool. However, MailChimp does provide the neatest integration with your website.
